Ushbu lug'at yangi ta'lim standartlariga muvofiq lotin alifbosidagi o'zbek alifbosi yordamida tuzilgan dastlabki o'quv lug'atlaridan biri sifatida o'zbek ta'lim resurslarida muhim bosqichni ifodalaydi. Uning muallifi L. Ibrohimxo'jayev filologiya fanlari nomzodi va dotsent bo'lib, lotin alifbosi asosidagi o'zbek alifbosida ta'lim olayotgan talabalar uchun yangilangan til resurslariga bo'lgan muhim ehtiyojni tan olgan.

Lug'at 2012 yil 10 dekabrdagi Prezident Qaroriga javoban yaratilgan bo'lib, unda uzluksiz chet tili ta'limi va zamonaviy o'quv materiallariga ehtiyoj ta'kidlangan. U kirill yozuvida yozilgan eski lug'atlardan foydalanishda qiynalgan talabalar uchun resurslar bo'shlig'ini bartaraf etadi.
