The block stamp was issued on December 5, 1978, to mark the 40th anniversary of the adoption of the Constitution of the USSR in 19361. The Constitution was also known as the Stalin Constitution or the Fundamental Law of Victorious Socialism.
The block stamp features a large image of the coat of arms of the USSR, which was adopted in 1923 and modified several times until 19563. The coat of arms consists of a hammer and sickle on a globe, surrounded by a wreath of wheat and a red ribbon with the motto “Workers of all countries, unite!” in 15 languages. The coat of arms also has 15 ribbons with the names of the republics of the USSR.
The block stamp also shows a small image of the flag of the USSR, which was adopted in 1923 and modified in 1955. The flag is red with a gold hammer and sickle and a gold-bordered red star in the upper hoist corner.
The block stamp also depicts a view of Moscow, the capital and largest city of the USSR. The view includes the Kremlin, which is the seat of the Soviet government, and the Lenin Mausoleum, which is the resting place of Vladimir Lenin, the leader of the Bolshevik Revolution and the founder of the USSR .
The block stamp has a face value of 50 kopecks and is perforated 11.5 x 12. It is printed in offset lithography and has a multicolored design.

Блок-марка была выпущена 5 декабря 1978 года в ознаменование 40-летия принятия Конституции СССР в 1936 году1. Конституция также была известна как Сталинская Конституция или Основной закон победившего социализма.
На марке блока изображено крупное изображение герба СССР, принятого в 1923 году и несколько раз видоизмененного до 1956 года. Герб представляет собой серп и молот на земном шаре, окруженный венком из пшеницы и Красная лента с девизом «Пролетарии всех стран, соединяйтесь!» на 15 языках. На гербе также имеется 15 лент с названиями республик СССР.
