Ahogy az X-akták két ügynöke, Dana Scully és Fox Mulder a megmagyarázhatatlan jelenségek nyomába ered, úgy próbálják a kötet szerzői feltárni azokat a politikai rendszereket, amelyek nem illenek bele a hagyományos demokrácia–autokrácia dichotómiába. A hibrid rezsim tehát „mozgó célpont” – olyan politikai valóság, amelyet nem lehet egyetlen elméleti iskolából megérteni.

A kötet tanulmányai több nézőpontból közelítik meg a jelenséget: – Mit jelent pontosan a hibrid rezsim fogalma? – Miben különbözik a „rendszer” és a „rezsim”? – Miért stabilak vagy sikeresek ezek a politikai konstrukciók? – Milyen nemzetközi párhuzamokat találunk más országokkal?
